gov_apply is a guarded CLI-style Skill that applies a single approved BOOT upgrade item by two-digit number using a deterministic runner (node {workspace-root}/tools/gov_apply_sync.mjs). It enforces strict input validation (require ), BOOT menu context presence, and workspace-root semantics. Key features: run-only-the-approved-item with the deterministic runner, mandatory post-apply migration and audit flows, explicit verification of OpenClaw claims against local skill docs and https://docs.openclaw.ai (and releases at https://github.com/openclaw/openclaw/openclaw/releases when version-sensitive), and runtime date/time checks.
